First, you mean transsexual, not transgender (there is a difference).
Next, a male doesn’t get a sex change to "become" female. A transsexual woman gets medical treatment for her birth condition (transsexualism).
Next, you don’t need to know the details of the operation, I’ll just say this:
During sex reassignment surgery (SRS) very little is "cut off" and all nerves are left intact. The surgeon refashions existing tissue into a beautiful, and functional, vulva (labia, vagina and clitoris). And, YES, sexual arousal and orgasm are quite possible. Surgical results from the major doctors is quite good today. How good? Let me quote from the NY Times obituary article about Dr Biber, a famous SRS surgeon:
"We turn out a real good product,” Dr. Biber told The Rocky Mountain News in 2004. ”I have one former patient, a man who became a woman and is now married to a gynecologist. Her husband doesn’t know.”
